General Information

 

Willamette Education Service District is a regional education agency in Oregon serving 21 school districts in Marion, Polk and Yamhill counties as our primary partners. While Willamette ESD is a large agency, it maintains a small organization feel.  The special education department is the largest department within WESD with approximately 270 staff.  The EI/ECSE Program serves all 21 school districts ensuring all children birth to age 5 are evaluated for a suspected disability and if found eligible, have access to specialized services and programs.

 

General Position Description

 

Willamette Education Service District is seeking applications for a full-time (1.0 FTE) Coordinator for the Early Intervention/Early Childhood Special Education (EI/ECSE) Program. This position provides an opportunity to work closely with two other coordinators to lead a large (175 staff) program of passionate and dedicated staff.  The coordinator role requires technical knowledge of the field of early childhood special education along with an ability to collaborate closely with a variety of stakeholders such as parents, school districts personel, community partners, and a variety of Willamette ESD staff. 

 

This position will interest special education leaders who want to play a key role in leading a growing program that has funding and resources to make a meaningful impact on the lives of children with disabilities and their families in Marion, Polk, and Yamhill Counties. 

 

This position will be based either at the WESD Marion Center in Salem, Oregon OR the Yamhill Center in McMinnville, Oregon.  The selected candidate will follow a 240-day calendar (with nine paid holidays and three paid personal leave days).  Aniticipated start date could be before or on July 1, 2020.  Employer-paid PERS (retirement benefit), health, dental & vision insurance, and tuition reimbursement are also provided.  A full job description and summary of benefits will be provided upon request.

 

Essential Duties and Responsibilities

  • Provides active supervision (based on prescribed evaluation system) to build skills and knowledge of all assigned staff within the EI/ECSE program
  • Models and promotes collaboration with a wide variety of stakeholders, and seeks connections with families and partners with diverse backgrounds and perspectives
  • Utilizes input from stakeholders to guide program improvement
  • Carefully reviews program budget and ensures expenditures are allowable and designed to achieve desired outcomes for children served within the program
  • Maintains close contact with districts by regular contact with staff, preschool and school visitations, visibility and availability for various meetings with district staff
  • Keeps informed on legal requirements governing the provision of special education and eligibility requirements for children birth to age 5
  • Identifies current and future needs of children and families served by the program in an effort to provide strategic specialized services and supports
  • Represents Willamette ESD through advocacy and promotion of program’s mission and service model with community partners, school district personnel, and families as needed
  • Collaborates in the design and implementation of program planning and in-service training
  • Ensures that staff follow established procedures that provide children with appropriate services from initial intake to transition to kindergarten
  • Represents WESD by attending and participating in local and state meetings and activities, including local advisory groups
  • Assists in the recruitment, selection and recommendation for hiring diverse personnel
  • Oversees completion of various reports required by federal, state and regional programs
  • Serves as a member of WESD’s Administrative Team, working cooperatively and collaboratively to support the organizational goals established by the Superintendent
  • Oversees the smooth functioning of WESD building sites as determined by the Director
  • Performs other duties as assigned

 

Qualifications

  • Masters Degree with academic training in special education
  • Oregon Teacher Standards & Practices Commission (TSPC) School Administrator License, or ability to obtain this license
  • Oregon Teacher Standards & Practices Commission (TSPC) Special Education Generalist License
  • Minimum of five (5) years’ experience in public education, part of which must have been in teaching or supervising in the field of special education
  • Such alternatives to the above qualifications as the Board may find appropriate and acceptable
  • Current enrollment in or ability to successfully enroll in the Office of Child Care’s Central Background Registry
  • Nationwide criminal history check

 

Essential Leadership Qualifications

  • Experience implementing evidence-based practices for children with disabilities age birth-5 years
  • Excellent communication and customer relations skills
  • Strong organizational skills around the management of Early Intervention/Early Childhood Special Education services
  • Proven skills in working collaboratively and productively in a team environment
  • Proven skill in building consensus among diverse groups, including department personnel, component school districts and partner agencies
  • Demonstrated ability to analyze complex situations and implement proactive or corrective actions and strategies
  • A strong background in interpreting and implementing the requirements of IDEA and State of Oregon regulations regarding special education services
  • Ability to develop and maintain supportive, cooperative relationships with families, a variety of staff, and district administrators
  • Knowledge and experience with implementing one or more of the following: Positive Behavior and Intervention Supports, Mandt, or Collaborative Problem Solving

 

Salary and Benefits*

  • This is a full-time (1.0 FTE), 240-day administrative/non-represented position.
  • Placement on the Willamette ESD administrative salary schedule, $91,067 - $108,934, will be commensurate with applicant’s qualifications, relevant training, experience and prorated according to start date.  Salary and benefits shown are based upon full-time employment (1.0 FTE) for the entire school year contract period.
  • Willamette ESD will support payment for health, dental and vision insurance premiums for qualified employees. Employer-paid PERS, holidays, sick leave, and personal days are also provided to qualified employees.

      • Employees may donate one day of sick leave to become a member of the Sick Leave Bank.
      • Members may draw up to 25 days of sick leave if catastrophic illness or injury leaves the employee without paid leave time to cover their absence from work.

     

    Tuition Reimbursement

    • Up to $1,670 per year for professional development for Administrative/Non-Represented staff
