General Information
Willamette Education Service District is accepting applications for a full-time (1.0 FTE) Director position for the Oregon Migrant Education Service Center (OMESC). This is a bilingual position, English and Spanish are required. Individual must have prior Administrative experience with a focus on public education. The position will be based at the Willamette ESD Marion Center in Salem, OR; the selected candidate will follow a 240-day calendar will begin on June 1, 2020.
Essential Functions
Provides leadership for the 4th largest migrant education program in the nation that includes nine education service districts and nine district regional programs. Candidates must have demonstrated ability to facilitate group meetings, workshops, solve problems, make decisions, engage staff and others in creating and implementing effective state and regional programs.

Essential Duties and Responsibilities
Personnel Management
- Directs the operation of Oregon Migrant Education Service Center including supervision of ten personnel
- Coordinates and participates in the selection, assignment, supervision, and evaluation of department personnel
- Clearly communicates expectations and standards to staff
- Conducts timely performance management of staff including formal evaluation, on-going and routine feedback, and accountability measures
- Facilitates the timely resolution of any employee concerns
Program Development & Management
- Provides leadership and technical assistance to nine education service districts and nine district regional programs
- Collects and analyzes data, assesses needs, evaluates programs and services, and plans strategically to improve statewide and regional programs
- Determines the most effective utilization of resources in order to achieve goals and objectives
- Develops and manages department budgets and protects department assets
- Collaborates with the Mexican Consulate, Oregon Childhood Development Coalition (OCDC), Migrant Head Start, Oregon Health Authority and other organizations
- Directs the development and implementation of grants and contracts with regional migrant programs, the Oregon Department of Education, school districts, and other agencies
- Performs other work as assigned by the Superintendent and Deputy Superintendent

- Models and ensures consistency with organizational mission, values, and policies
- Participate as a leader in activities that advance the education service district’s programs and services
- Implements practices that promote cohesive and collaborative team environment where members feel valued and included in decision-making processes
Communications
- Implement effective and timely communications with internal and external program stakeholders and partners
- Establishes communication strategies that channels information flows and dialogue with local school districts, department staff, community, and state organizations
- Serves as liaison between Oregon Department of Education and other public and private organizations
- Attends meetings of the Willamette ESD Board of Directors
Qualifications
- Master’s Degree with academic training in education, curriculum and instruction or related field
- Oregon Teacher Standards & Practices Commission (TSPC) School Administrator License, or ability to obtain this license
- Minimum of five (5) years’ experience as an administrator
- Minimum of ten (10) years’ experience in public education, part of which must have been in teaching or supervising in the field of education
- Strong background in instruction, staff development, assessment, federal programs, and experience in managing grants and contracts
- Such alternatives to the above qualifications as the Board may find appropriate and acceptable
- Bilingual required; excellent oral and written communication skills in both Spanish and English
- Bicultural candidates preferred, but not required
- Proven skills in working collaboratively and productively in a team environment
- Ability to develop financial plans and manage resources
- Proven skill in building consensus among diverse groups, including department personnel and partner agencies
- Demonstrated ability to analyze complex situations and implement proactive or corrective actions and strategies
- Ability to develop and maintain supportive, cooperative relationships with families, a variety of staff, and district administrators
- Possess reliable transportation
- Ability to travel in state and out-of-state, as needed
- Nationwide criminal history check and fingerprinting at employee's expense is required
Salary and Benefits*
- This is a full-time (1.0 FTE), 240-day administrative/non-represented position.
- Placement on the Willamette ESD administrative salary schedule, $102,094 - $123,315, will be commensurate with applicant’s qualifications, relevant training, experience and prorated according to start date. Salary and benefits shown are based upon full-time employment (1.0 FTE) for the entire school year contract period.

- Employees may donate one day of sick leave to become a member of the Sick Leave Bank.
- Members may draw up to 25 days of sick leave if catastrophic illness or injury leaves the employee without paid leave time to cover their absence from work.
Tuition Reimbursement
- Up to $1,670 per year for professional development for Administrative/Non-Represented staff
